TL;DR

  • Every foreign-registered vehicle entering Malaysia from Singapore must be registered for a VEP (Vehicle Entry Permit) at https://vep.jpj.gov.my and carry an activated VEP RFID tag. [1]
  • Tag processing fee: RM10. Collection-agent service fee RM29.50. Courier fee depends on the courier. [1]
  • The tag is valid for 5 years from activation and cannot be moved to another vehicle. [1]
  • Separately, private cars pay a RM20 Road Charge on every entry, paid only by Touch 'n Go card or the TnG eWallet. Cash is not accepted. [1][2]
  • Penalty for entering without a valid VEP: a fine of up to RM2,000 or up to 6 months' jail on conviction (Section 66H(7), Road Transport Act 1987). [1]

Who needs it

  • All foreign-registered vehicles entering Malaysia. The JPJ FAQ says registration is mandatory "for all foreign vehicles that wish to enter Malaysia". [1]
  • The RM20 Road Charge applies only to foreign private vehicles. Motorcycles, commercial vehicles, government vehicles on official duty and embassy vehicles are exempt from the Road Charge. [1][2]
  • Your vehicle must have valid road tax and insurance to enter Malaysia. The JPJ FAQ also mentions the COE in the same question. Keep it valid too. [1]
  • A foreign vehicle may stay in Malaysia for no more than 90 days. [1]

How to apply (step by step)

  1. Register online at https://vep.jpj.gov.my. You can't register at a JPJ counter. [1] You will get a confirmation slip by email. Make sure every detail you enter is complete and accurate. [1]
  2. Pay and choose how to collect the tag at https://vepams.jpj.gov.my. You can either:
    • collect it at the VEP Tag Collection Centre (VCC) in Danga Bay, Johor Bahru, or
    • have it posted to your address. [1]
  3. Fit the tag as shown in JPJ's video guide on the portal. [1]
  4. Activate it: log in to vepams.jpj.gov.my → select your vehicle → enter the tag serial number → upload a photo of the fitted tag → submit. You will be told when the tag is activated. [1]
  5. Set up payment for the Road Charge: a Touch 'n Go card or the TnG eWallet. JPJ says the eWallet app is installed when you collect your VEP RFID tag. [1]

Note: the JPJ FAQ lists the RM29.50 collection agent fee but doesn't say which collection methods it applies to. Check the total at checkout on vepams.jpj.gov.my.

Fines and enforcement

  • No valid VEP: a fine of up to RM2,000 or up to 6 months' imprisonment if convicted. [1]
  • Not paying the Road Charge is an offence under the Road Transport Act 1987. [2]
  • Full enforcement began 1 July 2025. According to The Star (Bernama), individual owners who had only pre-registered would be issued a summons and not allowed to leave Malaysia until payment is made. The headline gave the fine as RM300. Compounds are paid cashless at JPJ counters, mobile JPJ trucks or online platforms such as MyEG. [3] (The RM300 figure comes from a news report. We could not find it on a JPJ page this run.)

Lost, stolen, faulty or changing cars

  • Lost/stolen/accident-damaged: update your vehicle status on the portal, then bring a police report to JPJ when you collect the new tag. An administration fee applies. [1]
  • Faulty: a tag is treated as faulty when the CIQ RFID reader can't detect it and JPJ staff confirm it. Removed or tampered tags are not replaced free. [1]
  • Touch 'n Go RFID tag instead? No. Foreign vehicles must use the JPJ-issued VEP RFID tag. [1]
  • Sold the car? Email aduanvep@jpj.gov.my with three separate PDFs: your NRIC, the LTA registration document, and the LTA transfer-of-ownership notice. [1]
  • Renewal: JPJ sends reminders 60, 30 and 10 days before the tag expires. Renew online at vep.jpj.gov.my. Expired registrations (after 5 years) are deregistered automatically. [1]

Also driving a Malaysian car into Singapore? (Singapore's VEP)

Singapore has its own, separate VEP, run by LTA:

  • Until 31 Dec 2026: S$35/day for cars and S$4/day for motorcycles. The first 10 chargeable days each calendar year are free. There is no fee on weekends, Singapore public holidays, or if you enter from 5 pm and leave by 2 am. [4]
  • From 1 Jan 2027: S$50/day for cars and S$7/day for motorcycles on weekdays (weekends and SG public holidays stay free). The 10 free days and the free weekday hours will be removed. [5]
  • From 2 Nov 2026: VEP applications or renewals for vehicles with outstanding Singapore traffic, parking or emissions fines will be rejected. Check for fines at axs.com.sg and apply at least two weeks before travel. [6]
